The Massillon Municipal Court serves the residents of Western Stark County. This includes the City of Massillon, Canal Fulton, and the townships of Bethlehem, Jackson, Lawrence, Perry, Sugarcreek, and Tuscarawas. The court district also includes the villages of Beach City, Brewster, Hills and Dales, Navarre, and Wilmot. The two judges and the Clerk of Court are elected officials and serve a term of six years. The Honorable Edward Elum and the Honorable C. Roland Centrone serve as judges of the Court. The Honorable Johnnie Maier serves as Clerk of Court. The Massillon Municipal Court deals with different types of filings and cases. Civil filings are categorized by the action of the case, such as personal injury, contract disputes, eviction, small claims, rental disagreements, and other situations. There are Criminal charges as well as Traffic charges filed. Criminal categories are dependant upon the degree of the charges, such as felony or misdemeanor. Traffic categories are determined by OVI charges, or other traffic charges. In prior years, victims of crime would have had their restitution collected through a third party, which in many instances delayed the payment. The implementation of the Criminal Justice Information System (CJIS) in 2002 has enhanced the financial capabilities of the Clerk of Court’s office, particularly in tracking the collection and distribution of restitution for victims of crime. Any restitution ordered by the Court is added onto the defendant’s fine and cost bill. Upon payment from the defendant, restitution is immediately distributed to the victim. The Massillon Municipal Court works aggressively to see that fines and costs are paid in a timely fashion. Every dollar collected from a defendant is one less dollar the taxpayers have to pay to fund the judicial system. The Court’s collection program is so successful because the Judges and Clerk work cooperatively in the collection effort. |
